Opinion of the Advocate General

Mr Advocate General Gulmann delivered his Opinion on 5 November 1991. He proposed that the Court should declare that, by failing to comply with the judgment of the Court of 24 May 1988 in Case 307/86, the Kingdom of Belgium has failed to fulfil its obligations under Article 171 of the EEC Treaty, and that the Kingdom of Belgium should be ordered to pay the costs.
