Having regard to the above application lodged on 29 March 2022,

Having deliberated, decides as follows:

FACTS AND PROCEDURE

The applicant’s details are set out in the appended table.

The applicant’s complaint under Article 3 of the Convention concerning the use of a metal cage in a courtroom was communicated to the Russian Government (“the Government”).

THE LAW

The Court notes that, in the absence of an effective domestic remedy in respect of the complaint raised by the applicant under Article 3 of the Convention related to his placement in a metal cage during the court hearings in his case, the latter ought to have lodged his application with the Court no later than six months from the cessation of the situation complained of – 1 September 2021 (the last instance of his confinement in a metal cage in the courtroom). By lodging his application on 29 March 2022, the applicant therefore failed to comply with that rule (see Svinarenko and Slyadnev v. Russia [GC], nos. 32541/08 and 43441/08, § 87, ECHR 2014 (extracts)).

In view of the above, the Court finds that the complaint is inadmissible for non-compliance with the six-month rule and must be rejected in accordance with Article 35 §§ 3 and 4 of the Convention.

For these reasons, the Court, unanimously,

Declares the application inadmissible.
