Application no. 26233/18 Kiro TODOROVSKI against North Macedonia

The European Court of Human Rights (Second Section), sitting on 3 September 2026 as a Committee composed of:

Stéphane Pisani , President , Juha Lavapuro, Hugh Mercer , judges ,

and Viktoriya Maradudina, Acting Deputy Section Registrar,

Having regard to the above application against the Republic of North Macedonia lodged with the Court under Article 34 of the Convention for the Protection of Human Rights and Fundamental Freedoms (“the Convention”) on 30 May 2018,

Having regard to the withdrawal of Mr Jovan Ilievski, the judge elected in respect of North Macedonia from sitting in the case (Rule 28 § 3 of the Rules of Court),

Having deliberated, decides as follows:

FACTS AND PROCEDURE

The applicant, Mr Kiro Todorovski, was born in 1984. He was represented by Mr V. Ilievski, a lawyer practising in Skopje.

The applicant’s complaint under Article 6 of the Convention about a legislative intervention affecting the criminal proceedings against him, which permitted the annulment of the presidential pardons granted to him and his subsequent conviction, was communicated to the Government of North Macedonia (“the Government”).

On 25 June 2026 the applicant informed the Registry that he wished to withdraw his application.

THE LAW

In the light of the foregoing, the Court concludes that the applicant may be regarded as no longer wishing to pursue the application (Article 37 § 1 (a) of the Convention). Furthermore, in accordance with Article 37 § 1 in fine , the Court finds no special circumstances regarding respect for human rights as defined in the Convention and the Protocols thereto which require the continued examination of the application.

Accordingly, the case should be struck out of the list.

For these reasons, the Court, unanimously,

Decides to strike the application out of its list of cases.
