FOURTH SECTION
Application no. 9580/15 Sergiy Vasylyovych KAZACHENKO against Russia and 9 other applications
(see appended table)
The European Court of Human Rights (Fourth Section), sitting on 1 October 2026 as a Committee composed of:
Lorraine Schembri Orland , President , Faris Vehabović, Anne Louise Bormann , judges ,
and Uğur Erdal, Acting Deputy Section Registrar,
Having regard to the above applications lodged on the various dates indicated in the appended table,
Having deliberated, decides as follows:
FACTS AND PROCEDURE
The list of the applicants is set out in the appendix.
The applications originate from the conflict between Ukraine and the Russian Federation following Russia’s occupation of Crimea and subsequent extension of Russian law and institutions to the peninsula in 2014.
The applicants’ various complaints under the Convention were communicated to the Russian Government and, in applications nos. 9580/15 and 50445/16, also to the Ukrainian Government.
The Russian Government did not submit observations. In applications nos. 9580/15 and 50445/16, the Ukrainian Government submitted observations on 31 July 2025 and 5 May 2023 respectively. The applicants were then invited to submit observations in reply, together with any claims for just satisfaction (see the appended table).
Subsequently, by letters sent through the Court’s Electronic Communication Service (eComms) or by registered post, the applicants were informed that the time-limit for submitting their observations had expired and that no request for an extension had been received. Their attention was drawn to Article 37 § 1 (a) of the Convention, which provides that the Court may strike an application out of its list of cases if the circumstances lead to the conclusion that the applicant does not intend to pursue it.
The applicants received those letters on the dates indicated in the appended table. In application no. 9580/15, by a letter of 1 December 2025, Mr Kazachenko informed the Court that he no longer wished to pursue his application. No reply was received from the remaining applicants.
THE LAW
Having regard to the similar procedural conduct of the applicants, the Court finds it appropriate to examine the applications jointly in a single decision.
In the light of the foregoing, the Court concludes that the applicants may be regarded as no longer wishing to pursue their applications within the meaning of Article 37 § 1 (a) of the Convention. Furthermore, in accordance with Article 37 § 1 in fine , it finds no special circumstances regarding respect for the rights guaranteed by the Convention and the Protocols thereto which require the continued examination of the applications.
Accordingly, the applications should be struck out of the Court’s list of cases.
The Court reiterates that, under Article 37 § 2 of the Convention, it may decide to restore an application to its list of cases where the circumstances so justify.
For these reasons, the Court, unanimously,
Decides to join the applications;
Decides to strike the applications out of its list of cases.
Done in English and notified in writing on 22 October 2026.
Uğur Erdal Lorraine Schembri Orland Acting Deputy Registrar President
