Regeringen beslutade den 13 juni 2002 att underteckna avtalet. Den 22 januari 2004 beslutade regeringen att godkänna avtalet och godkännandet meddelades den grekiska regeringen den 4 februari 2004. Avtalet trädde i kraft den 4 februari 2004.
