REGULATION (EEC, EURATOM, ECSC) No 16/71 OF THE COUNCIL of 30 December 1970
adjusting the remunerations and pensions of officials of the European Communities and the remunerations of other servants of the Communities
THE COUNCIL OF THE EUROPEAN COMMUNITIES ,
Having regard to the Staff Regulations of Officials of the European Communities and the Conditions of Employment of Other Servants of these Communities, laid down by Regulation (EEC, Euratom, ECSC ) No 259/68 ,1 as last amended by Regulation ( ECSC, EEC, Euratom ) No 95 /70,2 and in particular Articles 64, 65 and 82 of those Staff Regulations, Article 4A of Annex VII thereto and Article 64 of those Conditions of Employment;
Having regard to the proposal from the Commission ;
"Whereas it appears, following examination of the level of remunerations of officials and other servants on the basis of the report drawn up by the Commission, that the remunerations and pensions of officials and the remunerations of other servants of the European Communities should be adjusted ;
HAS ADOPTED THIS REGULATION :
SECTION I
Article1¶
The Staff Regulations of officials of the European Communities shall be amended as follows for the period from 1 July 1970 to 30 September 1970 :
1 . The following table shall be substituted for the table of monthly basic salaries in Article 66 r

2. ( a) The amount of Bfrs 987 shall be substituted for the amount of Bfrs 954 in Article 67 ( 1 ) (a ) of the Staff Regulations and in Article 1 ( 1 ) of Annex VII thereto .
(b) The amount of Bfrs 1536 shall be substituted for the amount of Bfrs 1484 in Article 67 ( 1 ) (b ) of the Staff Regulations and in Article 2 ( 1 ) of Annex VII thereto .
(c ) The amount of Bfrs 2743 shall be substituted for the amount of Bfrs 2650 in the second sentence of Article 69 of the Staff Regulations, as well as in the third subparagraph of Article 3 and in the last subparagraph of Article 4 ( 1 ) of Annex VII thereto .
( d ) The amount of Bfrs 1371 shall be substituted for the amount of Bfrs 1325 in the first subparagraph of Article 3 of Annex VII.
Article2¶
The Conditions of Employment applicable to other servants of the European Com munities shall be amended as follows for the period from 1 July 1970 to 30 September 1970 .
The following table shall be substituted for the table of monthly basic salaries in Article 63 :

Article 3 Holland 98 % United Kingdom 101% For the period from 1 July 1970 to 30 September Switzerland 100 % 1970, the temporary flat-rate allowance referred to in Article 4A of Annex VII to the Service Regulations 2. For the period from 1 July 1970 to 30 shall be fixed at : September 1970, the corrective factor applicable to a pension in accordance with the second paragraph of — Bfrs 713 per month for officials in Grades C 4 or Article . 82 ( 1 ) of the Staff Regulations shall be that C 5 laid down below for countries of the Community where the person entitled to the pension declares his — Bfrs 1097 per month for officials in Grades C 1 , 'home ' to be : C 2 or C 3 . Belgium 100 % Federal Republic of Germany 96 % Article 4 France 118 % Italy 97 % Pensions payable on 1 July 1970 shall be calculated Grand Duchy of Luxembourg 98 % as from that date and up to 30 September 1970 on Holland 98 % the basis of the table of monthly basic salaries laid down in Article 66 of the Staff Regulations as Should the person entitled to the pension decide to amended by Article 1 ( 1 ) of this Regulation . establish his home in a country other than those mentioned above, the corrective factor applied to the pension shall be that fixed for Belgium . SECTION II 1 . For the period . from 1 July 1970 to 30 September 1970, the corrective factors applicable to the remuneration of officials employed in one of the Article 6 countries specified below shall be fixed as follows :
Belgium 100 % With effect from 1 October J970 the Staff Regulations Federal Republic of Germany 96 % of officials of the European Communities shall be amended as follows : France 118 % Italy - 97 % 1 . The following table shall be substituted for the Grand Duchy of Luxembourg 98 % table of basic salaries in Article 66 :

2 . ( a) The amount of Bfrs 1027 shall be substituted 3 and in the last subparagraph of Article 4 ( 1 ) for the amount of Bfrs 987 in Article of Annex VII thereto . 67 ( 1 ) ( a) of the Staff Regulations and in (d) The amount of Bfrs 1426 shall be substituted Article 1 ( 1 ) of Annex VII thereto . for the amount of Bfrs 1371 in the first subparagraph of Article 3 of Annex VII. (b ) The amount of Bfrs 1597 shall be substituted for the amount of Bfrs 1536 in Article Article 7 67 ( 1 ) (b ) of the Staff Regulations and in Article 2 ( 1 ) of Annex VII thereto. Article 8 Holland 98-2% United Kingdom 103-7% 1 . With effect from 1 October 1970 , the temporary Switzerland 99-4% flat-rate allowance referred to in Article 4A of Annex VII to the Staff Regulations shall be fixed at : . 2 . With effect from 1 October 1970 the corrective factors applicable to a p,ension in accordance with the — Bfrs 742 per month for officials in Grades C 4 or second subparagraph of Article .82 ( 1 ) of the Staff C 5 Regulations shall be that laid down for the — Bfrs 1141 per month for officials in Grades C 1 , Community country where the person entitled to the C 2 or C 3 pension declares his ' home' to be :
Belgium 100 % 2. The temporary flat-rate allowance referred to in Federal Republic of Germany 97-3% Article 4A of Annex VII to the Staff Regulations France 121-4% shall be granted until 31 December 1971 . Italy 100-3% , Grand Duchy of Luxembourg 100 % Article 9 Holland 98-2%

SECTION III Article 10
Article 11 1 . With effect from 1 October 1970 the corrective factors applicable to the remuneration of officials Regulation (ECSC, EEC, Euratom) No 95/70 shall be employed in one of the countries specified below shall be fixed as follows : repealed as from' 1 July 1970.
Belgium 100 % Article 12 Federal Republic of Germany 97-3% France 121-4% This Regulation shall enter into force on the day Italy 100-3% following its publication in the Official Journal of the Grand Duchy of Luxembourg 100 % European Communities.
This Regulation shall be binding in its entirety and directly applicable in all Member States .
