REGULATION (EEC) No 1614/71 OF THE COMMISSION of 26 July 1971 amending Regulation (EEC) No 2637/70 as regards the period of validity of import licences for round-grained rice

THE COMMISSION OF THE EUROPEAN COM­ Whereas the market in round-grained rice should be MUNITIES, distinguished from the market in long-grained rice since, for round-grained rice, forward quotations, if made at all, are limited to a period not exceeding two months : Having regard to the Treaty establishing the European Economic Community ; Whereas it is thus necessary to revise the period of validity of import licences for round-grained rice ; Having regard to Council Regulation No whereas a period should be fixed which coincides in 359/67/EEC1 of 25 July 1967 on the common general with the period for which there may be repre­ organisation of the market in rice, as last amended by sentative forward quotations on the world market ; Regulation (EEC) No 1553 /712 and in particular Article 10 (2) thereof; Whereas the measures provided for in this Regulation are in accordance with the Opinion of the Management Committee for Cereals ; Whereas the period of validity of the import licence for the products listed in Article 1 (a) and (b) of Regulation No 359/67/EEC was- fixed by Article 20 (2) of Regulation No 2637/703 of 23 December 1970 HAS ADOPTED THIS REGULATION : on special detailed rules for the application of the system of import and export licences and advance Article 1 fixing certificates for agricultural products, as last amended by Regulation (EEC) No 1391/71,4 as a period extending from the date of issue of the licence The following shall be substituted for Article 20 (2) until the end of the third month following that of of Regulation No 2637/70 : issue; whereas experience during the first four years of application of the common organisation of the '2. An import licence for products listed in market in rice has shown that this long period of Article 1 ( 1 ) (a) and (b) of Regulation No validity sometimes gives rise to serious disturbances ; 359/67/EEC shall be valid from its date of issue within the meaning of Article 8 ( 1 ) of Regulation (EEC) No 1373 /70 until the end : Whereas these disturbances are caused by the possibility of fixing a levy in advance for imports to ( a) of the second month following that of issue be effected over a period for which it is not possible for round-grained products listed in (a), to assess future market trends at the time of the advance fixing or to fix premiums representative of (b) of the third month following that of issue for the trends in market prices; long-grained products listed in ( a) and for products listed in (b).'

This Regulation shall be binding in its entirety and directly applicable in all Member States .
