REGULATION (EEC) No 2602/71 OF THE COMMISSION of 6 December 1971 on the communication of the information necessary for implementing Regulation (EEC) No 727/70 on the common organisation of the market in raw tobacco

THE COMMISSION OF THE EUROPEAN COM­ Whereas an assessment of the prices obtained by MUNITIES, producers for leaf tobacco for which the premium has been granted can only be made on the basis of Having regard to the Treaty establishing the information contained in the premium certificate European Economic Community ; introduced by Commission Regulation ( EEC) No 1726/703 of 25 August 1970 on the procedure for Having regard to Council Regulation (EEC) No granting the premium for leaf tobacco, as amended 727/701 of 21 April 1970 on the common by Regulation (EEC) No 2596/704 ; whereas, organisation of the market in raw tobacco, as consequently, it is necessary for Member States to amended by Regulation (EEC ) No 1574/71 ,2 and in communicate to the Commission, as soon as all leaf particular Article 15 thereof; tobacco of the crop in question has been subjected to supervision , the necessary information concerning the Whereas Article 15 of Regulation (EEC) No 727/70 average prices paid for each variety and quajity as specifies that Member States and the Commission well as the corresponding quantities ; shall communicate to each other the information Whereas the measures provided for in this Regulation necessary for implementing this Regulation ; are in accordance with the Opinion of the Management Committee for Tobacco ; Whereas before 1 August each year the norm prices, the intervention prices and the derived intervention HAS ADOPTED THIS REGULATION : prices, and before 1 November the premiums, must be fixed for the crop of the following calendar year; Article 1 Whereas, in order to draw up proposals on the fixing 1 . The Member States shall communicate annually of these prices and premiums, the Commission must to the Commission for each of-variety of tobacco : be in possession of the final production figures for the preceding year as well as provisional information ( a) not later than 15 April : on the crop for the current year; whereas these figures and this information should be supplied — production figures for the crop of the regularly and, having due regard to the production preceding year, and time-table, on dates which will make it possible to -— an estimate of the areas to be used for the draw up the proposals in question ; cultivation of tobacco during the current year. 2. Production figures shall be expressed in net (b ) the average difference recorded between the weight of leaf tobacco. average of the prices paid and the average price paid for the reference quality. This Regulation shall be binding in its entirety and directly applicable in all Member States .
