REGULATION ( EEC, EURATOM, ECSC) No 2653 /71 OF THE COUNCIL of 11 December 1971 adjusting the remuneration and pensions of officials of the European Communities and the remuneration of other servants of the Communities
THE COUNCIL OF THE EUROPEAN COMMUNITIES,
Having regard to the Staff Regulations of Officials of the European Communities and the Conditions of Employment of Other Servants of these Communities, laid down in Regulation (EEC, Euratom, ECSC) No 259/68,1 as last amended by Regulation (EEC, Euratom, ECSC) No 16/71 ,2 and in particular Articles 64, 65 and 82 of the Staff Regulations, Article 4a of Annex VII thereto and Article 64 of the Conditions of Employment;
Having regard to the proposal from the Commission ;
Whereas after examining the level of remuneration of officials and other servants on the basis of the report drawn up by the Commission it seems appropriate to adjust the remuneration and pensions of officials and the remuneration of other servants of the European Communities ;
HAS ADOPTED THIS REGULATION :
SECTION I
Article1¶
The Staff Regulations of Officials of the European Communities and Annex VII thereto shall be amended as follows for the period 1 July to 30 September 1971 :
1 . The following shall be substituted for the table of basic monthly salaries in Article 66 :

2. (a) ' 1085 Belgian francs' shall be substituted for ' 1027 Belgian francs' in Article 67 ( 1 ) ( a) of the Staff Regulations ' and in Article 1 ( 1 ) of Annex VII thereto . (b) ' 1686 Belgian francs' shall be substituted for ' 1597 Belgian francs' in Article 67 ( 1 ) (b) of the Staff Regulations and in Article 2 ( 1 ) of Annex VII thereto. ( c) '3012 Belgian francs' shall be substituted for '2852 Belgian francs' in the second sentence of Article 69 of the Staff Regulations and in the third paragraph of • Article 3 and the last subparagraph of Article 4 ( 1 ) of Annex VII thereto.
(d) ' 1506 Belgian francs' shall be substituted for ' 1426 Belgian francs' in the first paragraph of Article 3 of Annex VII.
Article2¶
The Conditions of Employment applicable to Other Servants of the European Com munities shall be amended as follows for the period 1 July to 30 September 1971 :
The following shall be substituted for the table of basic monthly salaries in Article 63 :

Article3¶
l ! For the period 1 July to 30 September 1971 the temporary fixed allowance referred to in Article 4a of Annex VII to the Staff Regulations shall be:
— 784 Belgian francs per month for officials in Grades C4 or C5 ; — 1205 Belgian francs per month for officials in Grades CI, C2 or C3 .
2. The temporary fixed allowance referred to in Article 4a of Annex VII to the Staff Regulations shall be granted until 31 December 1972.
Article4¶
Pensions payable on 1 July 1971 shall be calculated from that date until 30 September 1971 by reference to the table of basic monthly salaries laid down in Article 66 of the Staff Regulations as amended by Article 1 ( 1 ) 'of this Regulation.
Article5¶
1 . For the period 1 July to 30 September 1971 the weightings to be applied to the remuneration of officials employed in any of the countries specified below shall be as follows :
Belgium 100 % Federal Republic of Germany 98*4% France 122 % Italy 100-6% Grand Duchy of Luxembourg 100 % Netherlands 101-5% United Kingdom 108-8% Switzerland 99-5%
2. For the period 1 July to 30 September 1971 the weightings to be applied to pensions in accordance with the second subparagraph of Article 82 ( 1 ) of the Staff Regulations shall be that laid down below for the Community country where the person entitled to the pension declares his home to be:
Belgium 100 % Federal Republic of Germany 98-4% France 122 % Italy 100-6% Grand Duchy of Luxembourg 100 % Netherlands 101-5%
If the person entitled to the pension declares his home to be in a country other than those mentioned above, the weighting to be applied to the pension shall be that for Belgium.
SECTION II
Article6¶
With effect from 1 October 1971 the Staff Regulations of Officials of the European Communities and Annex VII thereto shall be amended as follows :
1 . The following shall be substituted for the table of basic monthly salaries in Article 66 :

( a) ' 1127 Belgian francs' shall be substituted for ' 1085 Belgian francs' in Article 67 ( 1 ) ( a ) of the Staff Regulations and in Article 1 ( 1 ) of Annex VII thereto . (b ) ' 1752 Belgian francs' shall be substituted for ' 1686 Belgian francs' in Article 67 ( 1 ) ( b ) of the Staff Regulations and in Article 2 ( 1 ) of Annex VII thereto . (c) '3129 Belgian francs' shall be substituted for '3012 Belgian francs ' in the second sentence of Article 69 of the Staff Regulations and in the third paragraph of Article 3 and the last subparagraph of Article 4 ( 1 ) of Annex VII thereto . (d) ' 1565 Belgian francs ' shall be substituted for ' 1506 Belgian francs' in the first . paragraph of Article 3 of Annex VII.
Article7¶
With effect from 1 October 1971 the Conditions of Employment of Other Servants of the European Communities shall be amended as follows :

Article 8 Netherlands 101-5% « United Kingdom 108-8% 1 . With effect from 1 October 1971 the temporary Switzerland 99-5% fixed allowance referred to in Article 4a of Annex VII to the Staff Regulations shall be: 2. With effect from 1 October 1971 the weightings to be applied to pensions in accordance with the — 815 Belgian francs per month for officials in second subparagraph of Article 82 ( 1 ) of the Staff Grades C4 or C5 ; Regulations shall be that laid down below for the — 1252 Belgian francs per month for officials in Community country where the person entitled to the Grades CI , C2 or C3 . pension declares his home to be :
Belgium 100 % 2. The temporary fixed allowance referred to in Federal Republic of Germany 98-4% Article 4a of Annex VII to the Staff Regulations shall France 122 % be granted until 31 December 1972. Italy 100-6% Grand Duchy of Luxembourg 100 .% Article 9 Netherlands 101-5%

SECTION III , Article 10 Afticle 11 1 . With effect from 1 October 1971 the weightings to be applied to the remuneration of officials Regulation (EEC, Euratom, ECSC) No 16/71 is employed in any of the countries specified below hereby repealed with effect from 1 July 1971 . shall be as follows ;
Belgium 100 % Article 12 Federal Republic of Germany 98-4% France 122 % This Regulation shall enter into force on the day Italy 100-6% following its publication in the Official Journal of the Grand Duchy of Luxembourg 100 % European Communities.
This Regulation shall be binding in its entirety and directly applicable in all Member States .
