REGULATION (EEC) No 451/73 OF THE COMMISSION of 31 January 1973 concerning the issue in the new Member States of licences entiteling to the special import arrangements referred to in Article 14 (3) (b) (bb) of Regulation (EEC) No 805/6S during the first quarter of 1973
THE COMMISSION OF THE EUROPEAN Whereas upon a strict application of Community rules COMMUNITIES , the new Member States would not be entitled to the benefit of a procedure affecting goods imported be tween 22 January and 23 April 1973 and benefiting Having regard to the Treaty establishing the European traders in the Community as originally constituted ; Economic Community ;
Whereas as from 1 February 1973 traders in the new Having regard to the Treaty (*) concerning the Ac Member States should be treated on an equal footing cession of new Member States to the European Econ with traders in the Community as originally consti omic Community and the European Atomic Energy uted ; Community, signed at Brussels on 22 January 1972, and in particular Article 63 ( 1) of the Act (2) annexed thereto ; Whereas the measures provided for in this Regulation are in accordance with the Opinion of the Manage ment Committee for Beef and Veal ; Whereas the estimate of meat intended for the pro cessing industry has been established for the year 1973 and took into account the requirements of the new Member States ; HAS ADOPTED THIS REGULATION :
Whereas account is taken of this estimate when issuing Article 1 licences granting entitlement to the special import arrangements referred to in Article 14 (3) (b) (bb) of 1 . 2. The licences granting entitlement to the special cedure laid down in Article 28 of Regulation (EEC) import arrangements shall be issued in the new Mem No 805/68 , that the conditions referred to in Article 1 ber States as from 1 February 1973 in accordance with above have been complied with. Regulation (EEC) No 2637/70. The licences shall be valid until 23 April 1973 . Article 3
Article 2 This Regulation shall enter into force on the day fol lowing its publication in the Official Journal of the The implementation of Article 1 shall be subject to the European Communities. It shall apply from 1 February Commission ascertaining, in accordance with the pro 1973 .
This Regulation shall be binding in its entirety and directly applicable in all Member States .
