This Regulation shall be binding in its entirety and directly applicable in all Member States .

' Special compound feedingstuffs ' are feedingstuffs containing : (a) skimmed-milk powder , (b) fish meal and (c) active carbon or a mixture of tartrazine yellow (E102) and patent blue V (E131) or cochienal red A (E124) or patent blue V (E131).

The weight of non-milk fat should be disregarded for the purposes of calculating fat content .
