REGULATION ( EEC) No 3565 / 73 OF THE COMMISSION

of 21 December 1973

amending Regulation No 118/66/EEC on the presentation of binary accountancy data on magnetic tapes

THE COMMISSION OF THE EUROPEAN Whereas the measures provided for in this Regulation COMMUNITIES, are in accordance with the Opinion of the Commu nity Committee for the Farm Accountancy Data Having regard to the Treaty establishing the European Network, Economic Community ;

Having regard to Council Regulation No 79 /65/ EEC (') of 15 June 1965 setting up a network HAS ADOPTED THIS REGULATION : for the collection of accountancy data on the incomes and business operation of agricultural holdings in the European Economic Community, and in particular Sole Article Article 7 thereof ; 1 . The second paragraph of the Sole Article of Whereas the alternatives provided for the submission Regulation No 1 18 /66/ EEC shall be amended as of farm returns in the Sole Article of Commission follows : Regulation No 1 18 /66/ EEC (2) of 29 July 1966 on the Farm returns shall be submitted : form of farm return to be used for the purpose of determining incomes of agricultural holdings, as last (a) in the form laid down in Annex I ; or amended by Commission Regulation (EEC) No 1947/68 (3) of 2 December 1968 amending Regulation (b) in the form of punched cards prepared in accor No 1 18 / 66/ EEC on the form of return for the farm dance with the provisions of Annex III ; or accountancy data network, should be broadened in (c) in the form of magnetic tapes prepared in accor view of the development of computer technology, and dance with the provisions of Annex IV or VI . whereas the opportunity should be provided for the presentation of binary accountancy data on magnetic 2. Annex VI appended to this Regulation shall be tapes ; added to Regulation No 1 18 / 66/ EEC.

This Regulation shall be binding in its entirety and directly applicable in all Member States .

ANNEX IV

PRESENTATION OF BINARY ACCOUNTANCY DATA ON MAGNETIC TAPES

I. Magnetic tape characteristics

1 . Nine tracks and 1 600 or 800 BPI density .

2 . Lower limit for interblock gaps is 0-65 in . or 15-2 mm (standard value).

3 . Each datum is a word of 32 binary bits. The first bit on the left determines the sign :

— it is zero for positive numbers ; in this case the succeeding 31 bits give the value in true binary notation,

— it is one for negative numbers, in this case the succeeding 31 bits give the value in 'twos complement' notation .

II. Grouping of accountancy data of a single holding (see Table I below)

1 . A holding is represented by a maximum of 1 371 data.

These data are furnished :

— in one 1 377-word fixed-length record , including six trailing zeros ;

— or in a maximum of five fixed-length records of 279 words, first record entirely full, the following records including 10 trailing zeros each . The maximum number of significant data is 1 335 in this case.

2. The first datum of a holding initiates a new record . Unused fields filled with zeros.

3 . All data relative to a holding are supplied in the same file.

III . File presentation

1 . A magnetic tape contains only one file.

2 . A file contains only fixed-length records.

3 . Record blocking is permissible up to the maximum accepted by computer system limitations .

4 . A file is created with a standard OS/IBM 360 or 370 system label, or without any system label . In the latter case, it begins and ends with a standard OS/IBM 360 or 370 tape mark. In the case of a standard label, RECFM is VS or VBS .

No L 361 /86 Official Journal of the European Communities 29 . 12 . 73

5 . End of file may consist of a normal-length record, but the first datum Al is set to 999, the succeeding data being meaningless .

6 . A magnetic tape is supplied with the following information labelled on the magnetic tape casing :

( a ) in the case of a standard system label : the DSNAME, the VOLUME (SER) and the RECFM ; in other cases : country, accounting year and possibly a delivery sequence number, if any ;

(b) the record length in bytes (*) or LRECL ;

( c) the block lenght in bytes (*) or BLKSIZE ;

(d) the number of tracks and the density.

IV. Content of records ( see Tables I and II below )

1 . Table II gives the corresponding positions of accountancy data on cards as defined in Annex III and on binary records.

2. The first five data represent the holding label and are repeated at the beginning of each record .

S 1 (4th datum ) gives the total number of records used for a particular holding.

S 2 (5th datum ) gives the record sequence number. It takes value from 1 to S 1 within the group of records relevant to a holding.

3 . Fixed field data, from the 6th to the 279th are included in the first record of each holding.

The 6th to 20th, 262nd to 274th and 279th data are not identified .

Data Nl , N2, N3 and N4 give for a particular holding the numbers of indivisible 12-data groups concerning respectively labour, drops, livestock and share-cropping, in that order. In the case of share-cropping, this field is entirely present, the only possible values of N4 being 0 or 7.

4. Each 12-data group corresponds to one of the following cards defined in Annex III : 10 to 17, 21 , 35 and 71 to 77.

The maximum total number of these groups allowed for one holding is 88 if 279-word records are used, and 91 if 1 377-word records.

These groups are sorted by ascending value of data : 1 to 5 within the labour field ; C/21 for crops (first datum ) ; C/35 for livestock (second datum ) ; first datum for share-cropping.
