HAS ADOPTED THIS REGULATION : Article 4 Article 1 1 . Article 1 ( 1 ) of Regulation (EEC) No 1637/ 74 is This Regulation shall enter into force on 2 September replaced by the following : 1974 .

This Regulation shall be binding in its entirety and directly applicable in all Member States .
