The following Article shall be substituted for Article 4 Article 3 of Regulation (EEC) No 1794/74 : 'Article 4 This Regulation shall enter into force on 7 October 1 . The delivery contracts referred to in Article 2 1974. may not be concluded before 15 July 1974 or after 30 September 1974. However, Article 1 shall apply from 1 October 1974.

This Regulation shall be binding in its entirety and directly applicable in all Member States .
