REGULATION (EEC, EURATOM, ECSC) No 3191 /74 OF THE COUNCIL of 17 December 1974 adjusting the remuneration and pensions of the officials and other servants of the European Economic Communities and the weightings applied thereto
THE COUNCIL OF THE EUROPEAN COMMUNITIES,
Having regard to the Treaty establishing a single Council and a single Commission of the European Communities ;
Having regard to Council Regulation ( EEC, Euratom, ECSC) No 259/68 (*) of 29 February 1968 laying down the Staff Regulations of officials of the European Com munities and the conditions of employment of other servants of the Communities and instituting special measures temporarily applicable to officials of the Commission, as last amended by Council Regulation ( EEC, Euratom, ECSC) No 1408/74 (2), and in particular Article 2 thereof, and ,to Articles 64, 65 and 82 of the Staff Regulations of officials of the European Communities and Articles 20 ( 1 ) and 64 of the conditions of employment of other servants of the Communities ;
Having regard to the proposal from the Commission ;
Whereas a review of the remuneration of officials and other servants carried out on the basis of a report established by the Commission has shown that the remuneration and pensions of officials and the remuneration of other servants of the European Communities should be adjusted ;
Whereas the Council, in a Decision of 21 March 1972, fixed the method of calculation to be used in the periodical reviews of the remuneration of official's and other servants of the European Communities ,
HAS ADOPTED THIS REGULATION :
Article I
With effect from 1 July 1974, the Staff Regulations of officials of the European Communities shall be amended as follows :

1 . the following table shall be substituted for the table of basic monthly salaries in Article 66 :

2 . ( a) 'Bfrs 1 235 ' is replaced by 'Bfrs 1 276' in Article 67 ( 1 ) (a) of the Staff Regu lations and in Article 1 ( 1 ) of Annex VII thereto ;
(b) 'Bfrs 1 920' is replaced by 'Bfrs 1 983' in Article 67 ( 1 ) (b ) of the Staff Regu lations and in Article 2 ( 1 ) of Annex VII thereto ;
( c) 'Bfrs 3 430' is replaced by 'Bfrs 3 543 ' in the 'second sentence of Article 69 of the Staff Regulations and in Artides 3 (3 ) and 4 ( 1 ), last paragraph, of Annex VII thereto ;
(d ) 'Bfrs 1 715 ' is replaced by 'Bfrs 1 772' in the first paragraph of Article 3 of Annex VII .
Article2¶
With effect from 1 July 1974 the conditions of employment of other servants of the European Communities shall be amended as follows :

The following table shall be substituted for ithe table of basic monthly salaries in Article 63 :

Article 3 1 . With efifect from 1 July 1974 the temporary fixed allowance referred to in Article 4a of Annex VII of the Staff Regulations ishall be : — Bfrs 924 per month for officials in grade C 4 or C 5, — Bfrs 1 417 per month for officials in grade C 1 , C 2 or C 3 . 2 The temporary fixed allowance referred to in Article 4a of Annex VII of the Staff Regulations shall be payable until 30 June 1976.
Article 4 Pensions for wlhich -entitlement has accrued by or on 1 July 1974 shall be calculated from that date by reference to the table of basic monthly salaries laid down in Article 66 of the Staff Regulations, as amended by Article 1(1 ) of this Regulation .
Article5¶
i . With effect from 1 July 1974 the weightings applicable to the remuneration of officials employed in the countries listed below shall be as follows : Belgium 132-3 Denmark 170-6 Germany 121-6 France 159-3 Ireland 151-2 Italy 141-6 Luxembourg 132-3 Netherlands 129-3 United Kingdom 150-7 Switzerland 123-6 USA 184-3

2. With effect from 1 July 1974, the weighting applicable to pensions in accordance with the second paragraph of Article 82 ( 1 ) of (the Staff Regulations shall be that given below for the Community country in which the person entitled to the pension declares to be his domicile :
Belgium 132-3 Denmark 170-6 Germany 121-6 France 159-3 Ireland 151-2 Italy 141-6 Luxembourg 132-3 Netherlands 129-3 United Kingdom 150-7
If a person entitled to a pension declares his domicile to be in a country other than one of those listed above, the weighting applicable to the pension shall be that for Belgium .
Article6¶
With effect from 1 July 1974 'the following table shall be 'substituted for the table given in Article 10 ( 1 ) of Annex VII to the Staff Regulations :

Article7¶
With effect from 1 July 1974 Regulation (EEC, Euratom, ECSC) No 2/74 (*), Regulation (EEC, Euratom, ECSC) No 1408/74 and Regulation (EEC, Euratom, ECSC) No 2929/74 (2) are repealed .

Article 8 This Regulation shall enter into force on the day following its publication in the Official Journal of the European Communities.
This Regulation shall be binding in its entirety and directly applicable in all Member States.
