REGULATION ( EEC ) No 3327 / 74 OF THE COMMISSION of 20 December 1974 providing for licensing arrangements in respect of the importation into the United Kingdom of cotton yarn from non-member countries
THE COMMISSION OF THE EUROPEAN Whereas these interim protective measures should COMMUNITIES , remain in force until the entry into force of appro priate measures taken by the Council or until the Having regard to the Treaty establishing the European expiry of six weeks following the entry into force of Economic Community ; this Regulation , whichever is the sooner, Having regard to Council Regulation ( EEC) No 1439 /74 (') establishing common rules for imports from third countries , and in particular Article 12 thereof ; HAS ADOPTED THIS REGULATION : After consultation with the Advisory Committee set up by Article 5 of that Regulation ; Whereas by Council Regulation ( EEC) No 263 1 / 73 (2 ) Article 1 of 27 September 1973 and ( EEC) No 675/74 (3 ) of 21 March 1974 the importation into the United 1 . The importation into the United Kingdom of Kingdom of cotton yarn from third countries was for Great Britain and Northern Ireland from the non the period 1 April to 31 December 1973 and for the member countries listed in Annex 11 to Council Regu whole of 1 974 made subject to licence ; lation ( EEC) No 1439 / 74, excepting those countries listed in the Annex hereto , of the products shown Whereas it appears from the statistics and other infor mation supplied by the British Government in the below shall be subject to production of an import course of consultation with the aforesaid Advisory licence , and the total tonnage so imported during the Committee that the immediate liberalization of period 1 January 1975 to 31 December 1975 shall not exceed the following quantity : imports of cotton yarn from the countries listed in Annex II to Regulation ( EEC) No 1439 /74 would in present circumstances still involve the risk of substan CCT tial injury which it would be difficult to remedy to the heading No British cotton spinning industry, especially since the volume of imports from countries in the Mediterra nean basin has increased substantially ; 55.05 Cotton yarn , not put up for retail sale 20 OCC Whereas protective measures must therefore be metric tons 55.06 Cotton yarn , put up for re adopted and should consist of a restriction on the tail snlr importation of cotton yarn for a period extending up to 31 December 1975 ; Whereas, given that the threat of substantial injury originated in imports intended for United Kingdom markets , it appears justified at present, having regard to existing trade flows, to restrict the application of 2. Whereas the obligations of the arrangement regarding international trade in textiles, and in particular the Article 2 • need to raise gradually the levels of imports of products subjected to quantitative restrictions, require liberalization to be achieved by 31 March 1977 at the 1 . This Regulation shall enter into force on the day latest ; following its publication in the Official Journal of the European Communities. Whereas , consequently, it is appropriate to limit these imports at a markedly higher level than that provided 2 . It shall remain in force until the entry into force for 1 974 ; of appropriate measures to be taken by the Council under 12 (6) of Regulation ( EEC) No 1439 / 74 or until (') OJ No L 159 , 15 . 6 . 1974, p. 1 . This Regulation shall be binding in its entirety and directly applicable in all Member States .
