of 26 March 1976 re-establishing the levying of customs duties on locks and padlocks etc., of base metal falling within heading No 83.01 , originating in Hong Kong to which the preferential tariff arrangements set out in Council Regulation (EEC) No 3010/75 of 17 November 1975 apply
