laying down detailed rules for the sale of skimmed-milk powder for use in animal feed pursuant to Regulation (EEC) No 563/76

THE COMMISSION OF THE EUROPEAN skimmed-milk powder, account being taken of COMMUNITIES, Articles 6 and 7 of the abovementioned Regulation;

ANNEX I

1 . DENATURING

The denaturing within the meaning of the first indent of Article 1 (2) is carried out by the addition to 100 kg of skimmed-milk powder of the following minimum quantities of products given in the formulae below :

Formula I A — 40 kg fish meal either non-deodorized or still having a strong smell.

Formula I B — 20 kg fish meal either non-deodorized or still having a strong smell, and — 300 g iron, as anhydrous or heptahydrate ferrous sulphate, and — 120 g copper, as pentahydrate copper sulphate.

Formula I C — 5 kg non-deodorized fish oil and/or fish liver oil, and — 300 g iron, as anhydrous or heptahydrate ferrous sulphate, and — 250 g copper, as pentahydrate copper sulphate.

Formula I D

— 90 kg ground cereals and/or oil-seed cake, and

— 800 g carboxymethylcellulose, and — 200 g iron, as anhydrous or heptahydrate ferrous sulphate.

Formula I E — 30 kg dehydrated grass meal and/or dehydrated alfalfa meal, and — 600 g carboxymethylcellulose, and — 200 g iron, as anhydrous or heptahydrate ferrous sulphate, and — 40 g copper, as pentahydrate copper sulphate, and — 1 000 g starch.

Formula I F — 15 kg dehydrated grass meal and/or dehydrated alfalfa meal, and — 500 g carboxymethylcellulose, and

2 . DENATURATION BY DIRECT INCORPORATION IN ANIMAL FEED

Where direct incorporation takes place within the meaning of the second indent of Article 1 (2), a minimum of 2 % and a maximum of 10 % skimmed-milk powder are contained in the animal feedingstuffs. In these, the following additional constituents and additives must be present in the minimum quantities indicated in the formulae below expressed as a percentage or ppm of the final product:

Formula II B — 3 % fish meal either non-deodorized or still having a strong smell, and

Formula II C — 3 % fish oil and/or fish liver oil either non-deodorized or still having a strong smell, and

— 15 % ground cereals and/or oil-seed cake, and — 4 % crude fibre, including that contained in the products previously mentioned, and — 300 ppm iron, of which that added to obtain this level is as anhydrous or heptahydrate ferrous sulphate.

Formula II D — 10 % dehydrated grass meal and/or alfalfa meal, and — 30 % ground cereals and/or oil-seed cake, and — 4 % crude fibre, including that contained in the products previously mentioned, and — 1 000 ppm iron, of which that added to obtain this level is as anhydrous or heptahydrate ferrous sulphate.

Formula II E — 6 % dehydrated grass meal and/or dehydrated alfalfa meal, and — 30 % ground cereals and/or oil-seed cake, and

— 4 % crude fibre, including that contained in the products previously mentioned, and — 1 000 ppm iron, of which that added to obtain this level is as anhydrous or heptahydrate ferrous sulphate, and — 45 ppm copper, of which that added to obtain this level is as pentahydrate copper sulphate.

Formula II F — 3 % dehydrated grass meal and/or dehydrated alfalfa meal, and — 30 % ground cereals and/or oil-seed cake, and — 2 % crude fibre including that contained in the products previously mentioned, and — 1 000 ppm iron, of which that added to obtain this level is as anhydrous or heptahydrate ferrous sulphate, and — 120 ppm copper, of which that added to obtain this level is as pentahydrate copper sulphate.

3 . GENERAL PRESCRIPTIONS CONCERNING DENATURING AND INCORPORA­ TION

A. It is not permitted to submit skimmed-milk powder in its natural state or after denaturation to a chemical or physical process capable of weakening or neutralizing the effects of denaturing given in the formulae specified in paragraphs 1 and 2, especially by the use of binding agents.

Anticaking and flowing agents may be used, for the application of formulae I A to I F and in addition to the products mentioned, when incorporated to a level of 2 % in the mixture of skimmed-milk powder and its denaturing agents.

B. Ground cereals and oil-seed cake, referred to in formula I D , as well as crude fibre in whatever form referred to the same formula, must have a minimum of 60 % of its particles of less than 500 microns in size.

Dehydrated grass meal and alfalfa meal, referred to in formulae I E and I F, must contain at least 70 % of particles not exceeding 300 microns in size.

Fish meal, referred to in formulae I A and I B, must have at least 30 % of its particles less than 150 microns in size.

Copper or iron salts, referred to in formulae I B, I C, I E and I F must have at least 30 % of its particles less than 80 microns in size.

Starch and carboxymethylcellulose, referred to in formulae I D , I E and I F, must have at least 50 % of its particles less than 80 microns in size.

When skimmed-milk powder is denatured in the United Kingdom, the BS 410-1969 standards are readily available, and the nearest equivalent standards to the maximum or the minimum given for the particle size can be used.

Ground cereals, referred to in formula I D, mean a product that has been fully milled from a mixture of oats and barley or from a mixture of other cereals suitable only for animal feeding, increased, if necessary, by added crude fibre to give a minimum crude fibre content in dry matter of at least 8 % .

Dehydrated grass meal and dehydrated alfalfa meal respectively must have at least a minimum crude fibre content in dry matter of 25 and 20 % .

Carboxymethylcellulose, referred to in formulae I D, I E and I F, having a molecular weight of about 500 000 and at least a 95 % level of purity, must have a total degree of substitution between 0*8 and 1*0 (X — 2-5 ; Y = 0-5).

Fish oil and fish liver oil, referred to in formulae I C and II C, must have a free fatty acids content expressed in oleic acid of at least 7 % .

The products given in formulae I A to I F, must be distributed in a uniform manner, so that in two individual samples of 50 g, drawn at random from a 25 -kg package, there is contained — by chemical determination — the same results as above within tolerable error limits set by the method of analysis used.
