opening, allocating and providing for the administration of Community tariff preferences for textile products originating in developing countries and territories

THE COUNCIL OF THE EUROPEAN COMMUNITIES, ing international trade in cotton textiles , the offer in

SECTION I Whereas, however, the implementation of a system of tariff preferences for textile products which will take due account of the results of the textile policy pursued Provisions relating to the administration of the Com under the arrangement regarding international trade in munity tariff ceilings textiles constitutes a fairly complex operation necessi tating an intensive study of the specific rules to be put into effect and of their impact on trade in textile pro ducts in general and preferential imports in particular; Article 2 whereas, furthermore, this study cannot be carried out without certain information being known relating to the 1 . Subject to the provisions of Articles 3 and 4 , this application of this arrangement, particularly as regards suspension shall be granted, in respect of each category the functioning of the system of surveillance introduced of products, within the limits of a Community ceiling to ensure the proper working of the agreements ; expressed in tonnes :

Whereas it is therefore desirable to extend, on exactly — indicated, for each of the products listed in Annex the same basis and for a further period of six months B, under (a) in column 5 , beginning 1 July 1978 , the arrangements laid down in — equal, as regards the products listed in Annex C, to Regulation (EEC) No 2706/77 ( 1), which was appli 87 % of the amount obtained by adding together cable during the first half of 1978 , imports into the Community in 1968 , expressed in tonnes, of the products concerned from the inde pendent countries listed in Annex D, excluding those already enjoying various preferential tariff

arrangements granted by the Community, and 5 % HAS ADOPTED THIS REGULATION : of the tonnage of imports in 1970 from other countries and from countries already enjoying such

arrangements .

Article 1 2. Only the products originating in the countries and territories listed in Annex D, other than those specified 1 . From 1 July to 31 December 1978 , the Common under (b) in column 4 of Annex B, in respect of the Customs Tariff duties on the products listed in Annexes corresponding products, may be charged against the A, B and C shall be totally suspended within the ceilings fixed under ( a) in column 5 of the said Annex B. framework of Community tariff quotas or within the limits of Community ceilings .

3 . Subject to the provisions of Articles 3 and 4, within 2 . Article7¶

Member States shall take all measures necessary to ensure that importers of the products concerned estab SECTION II lished in their territory have free access to the shares allocated to them.

Provisions relating to the allocation and administration of the Community tariff quotas

Article8¶

Article 5 The Commission shall take all necessary measures to ensure that the maximum amount referred to in Article 1 . The total suspension of customs duties within the 5 (2 ) is observed. This Regulation shall be binding in its entirety and directly applicable in all Member States .
