making the importation of textile products originating in the Hungarian People's Republic subject to common rules for authorization and quantitative limitation

THE COMMISSION OF THE EUROPEAN Whereas the effectiveness of the voluntary restraint COMMUNITIES, measures taken by Hungary depends on the establish ment of a system of control by the Community ; Having regard to the Treaty establishing the European Economic Community, Whereas, in order to enable the Community to esta blish a system of control as speedily as possible and Having regard to Council Regulation (EEC) No thereby prevent irreparable damage to Community 109/70 of 19 December 1969 establishing common producers, imports of the goods in question from rules for imports from State-trading countries (1), and Hungary must be made subject forthwith to a system in particular Article 7 thereof, of authorization and quantitative limitation, Having consulted the Advisory Committee set up by Article 5 of the said Regulation (EEC) No 109/70,
