Whereas Council Regulation ( EEC) No 652/ 79 of 29 March 1979 ( s ) laid down the coefficient for Article 2 expressing amounts , fixed in units of account , in ECU ; This Regulation shall enter into force on 7 June 1979 .

This Regulation shall be binding in its entirety and directly applicable in all Member States .
