COMMISSION REGULATION ( EEC ) No 2434 / 83 of 24 August 1983 on the supply of various consignments of skimmed-milk powder as food aid

THE COMMISSION OF THE EUROPEAN Whereas, therefore, supply should be effected in COMMUNITIES , accordance with the rules laid down in Commission Regulation (EEC) No 1354 / 83 of 17 May 1983 laying down general rules for the mobilization and supply of Having regard to the Treaty establishing the European skimmed-milk powder, butter and butteroil as food Economic Community , aid ( s ); whereas, in particular, the periods and terms for supply and the procedure to be followed to establish the Having regard to Council Regulation ( EEC) No 804 / 68 costs arising therefrom should be laid down ; of 27 June 1968 on the common organization of the market in milk and milk products (*), as last amended Whereas the Management Committee for Milk and by Regulation (EEC) No 1600 / 83 ( 2 ), and in particular Milk Products has not delivered an opinion within the Article 7 ( 5 ) thereof, time set by its chairman , Having regard to Council Regulation ( EEC ) No 1037 / 82 of 26 April 1982 laying down general rules for the supply of skimmed-milk powder to certain HAS ADOPTED THIS REGULATION : developing countries and specialized bodies under the 1982 food-aid programme ( 3 ), and in particular Article 6 thereof, Article 1 Having regard to Council Regulation ( EEC) No The intervention agencies shall , in accordance with the 1992 / 83 of 11 July 1983 laying down the implementing provisions of Regulation ( EEC ) No 1354 / 83 , supply rules for 1983 for Regulation (EEC) No 3331 / 82 skimmed-milk powder as food aid on the special terms concerning food-aid policy and food-aid manage­ set out in Annex I. ment ( 4 ), Whereas , under the food-aid programmes adopted by Article 2 the Council Regulations specified in Annex I , certain recipient third countries and beneficiary organizations This Regulation shall enter into force on the third day have requested the supply of the quantities of following its publication in the Official Journal of the skimmed-milk powder set out therein ; European Communities .

This Regulation shall be- binding in its entirety and directly applicable in all Member States .

Notes : (') This Annex , together with the notice published in Official Journal of the European Communities No C 208 of 4 August 1983 , page 9 , takes the place of an invitation to tender. ( 2 ) To be stated in the case of delivery cif free-at-destination. ( 3 ) In cases where the goods come from intervention stocks , an additional notice stating the warehouses where the product is stored will be published in the 'C' series of the Official Journal of the European Communities. ( 4 ) The successful tenderer shall forward to the recipient's representative on delivery , a health certificate , a certificate of origin , a consular invoice and a gift declaration , all of which shall be made out in Spanish . ( 5 ) The successful tenderer shall submit to the beneficiary's representative , on delivery , a certificate of origin , a health certificate and a commercial invoice certified by the Philippines consular authorities all of which should be made out in English . ( 6 ) Products must be delivered in 20-foot containers . ( 7 ) The successful tenderer should send two copies of the dispatch documents to : Chief Supply and Transport Division , UNRWA Headquarters , P.O. Box 700 , A-1400 Vienna .
