COMMISSION REGULATION (EEC) No 444/84 of 20 February 1984 on the supply of broken rice to Senegal as food aid
THE COMMISSION OF THE EUROPEAN Whereas, on 16 December 1983, the Commission of COMMUNITIES,, the European Communities expressed its intention to grant, under a Community measure, 5 000 tonnes of cereals for Senegal under its food-aid programme for 1983 ; Having regard to the Treaty establishing the European Economic Community,
Whereas it is necessary to provide for the carrying out of this measure in accordance with the rules laid down Having regard to Council Regulation (EEC) No by Commission Regulation (EEC) No 1974/80 of 22 2727/75 of 29 October 1975 on the common organi July 1980 laying down general implementing rules in zation of the market in cereals ('), as last amended by respect of certain food-aid operations involving cereals Regulation (EEC) No 1451 /82 (2), and in particular and rice (10), as last amended by Regulation ,(EEC) No Article 28 thereof, 3323/81 (u) ; whereas it is necessary to specify, for the purposes of the Community measures envisaged, the characteristics of the products to be supplied and the Having regard to Council Regulation (EEC) No supply conditions which are set out in the Annexe to 1418/76 of 21 June 1976 on the common organization this Regulation ; of the market in rice (3), as last amended by Regulation (EEC) No 1 74/84 (4), and in particular Article 25 thereof, Whereas the measures provided for in this Regulation are in accordance with the opinion of the Management Committee for Cereals, Having regard to Council Regulation (EEC) No 2750/75 of 29 October 1975 fixing criteria for the mobilization of cereals intended as food aid (*), as amended by Regulation (EEC) No 3331 /82 (6), and in particular Article 6 thereof,
HAS ADOPTED THIS REGULATION Having regard to Council Regulation (EEC) No 1992/83 of 11 July 1983 laying down the implement ing rules for 1983 for Regulation (EEC) No 3331 /82 concerning food-aid policy and food-aid manage Article 1 ment n,
Having regard to Council Regulation No 129 of 23 October 1962 on the value of the unit of account and The Italian intervention agency shall be charged with the exchange rates to be applied for the purposes of implementing the mobilization and supply procedures the common agricultural policy (8), as last amended by in accordance with the provisions of Regulation (EEC) Regulation (EEC) No 2543/73 (9), and in particular No 1974/ 80 and with the conditions laid down in the Article 3 thereof, Annex hereto .

Characteristics of the goods : (a) broken rice for human consumption, of sound merchantable quality, free of odour and pests, of at least the standard quality for which the threshold price is fixed (b) — moisture : 1 5 % — pieces of rice : 1,5 % maximum — chalky grains : 6 % maximum — grains striated with red : 10 % maximum — spotted and/or stained grains : 4 % maximum — yellow and/or amber grains : 1,175 % maximum (c) tolerance of extraneous matter consisting of : — mineral and vegetable inedible substances ; provided that they are not toxic : 0,01 % — extraneous broken grains or parts thereof, edible : 0,10 % ! 0.
