This subparagraph shall be valid only during the first stage . Article 2 Proof of release for consumption shall be furnished in accordance with Article 20 (3 ) (a) or (c) of Regu­ lation ( EEC ) No 2730/ 79 . This Regulation shall enter into force on 1 March 1986 .

This Regulation shall be binding in its entirety and directly applicable in all Member States .
