(1) Förordning (EU) 2017/625 innehåller bestämmelser om offentlig kontroll och annan kontrollverksamhet som medlemsstaternas behöriga myndigheter utför för att verifiera efterlevnaden av unionslagstiftningen på området för bl.a. livsmedelssäkerhet i alla produktions-, bearbetnings- och distributionsled. I förordningen föreskrivs särskilt att vissa djur och varor endast får föras in till unionen från ett tredjeland eller en region i ett tredjeland som finns med i en förteckning som upprättats av kommissionen för detta ändamål.
(2) Kommissionens delegerade förordning (EU) 2019/625 kompletterar förordning (EU) 2017/625 vad gäller villkoren för införsel till unionen av sändningar av vissa djur och varor avsedda att användas som livsmedel från tredjeländer eller regioner i tredjeländer i syfte att säkerställa att de uppfyller de relevanta kraven i de bestämmelser som avses i artikel 1.2 a i förordning (EU) 2017/625 (livsmedelssäkerhet) eller andra krav som konstaterats vara åtminstone likvärdiga. I den delegerade förordningen anges i synnerhet de djur och varor avsedda att användas som livsmedel som omfattas av kravet på att de måste komma från ett tredjeland eller en region i ett tredjeland som förtecknas i enlighet med artikel 126.2 a i förordning (EU) 2017/625.
(3) I kommissionens genomförandeförordning (EU) 2019/626 fastställs förteckningar över tredjeländer eller regioner i tredjeländer från vilka de djur och varor som anges i artikel 3 i delegerad förordning (EU) 2019/625 får föras in till unionen.
(4) I enlighet med artikel 127 i förordning (EU) 2017/625 omfattar dessa förteckningar endast tredjeländer eller regioner i tredjeländer som har lämnat in lämpliga belägg och garantier för att de berörda djuren och varorna uppfyller kraven i unionslagstiftningen om livsmedelssäkerhet.
(5) I Europaparlamentets och rådets förordning (EG) nr 853/2004 fastställs att livsmedelsföretagare som importerar produkter av animaliskt ursprung från tredjeländer eller regioner i tredjeländer ska se till att det avsändande tredjelandet finns med på en förteckning över tredjeländer från vilka import av sådana produkter är tillåten.
(6) Djur och varor från tredjeländer som förs in till unionen ska utöver unionslagstiftningen om livsmedel och livsmedelssäkerhet även följa unionslagstiftningen om djurhälsa. I Europaparlamentets och rådets förordning (EU) 2016/429 föreskrivs därför att medlemsstaterna endast ska tillåta införsel till unionen av vissa sändningar av djur, avelsmaterial och produkter av animaliskt ursprung från tredjeländer eller territorier om dessa varor kommer från ett tredjeland eller territorium som förtecknats för detta ändamål.
(7) I kommissionens genomförandeförordning (EU) 2021/404 fastställs förteckningar över tredjeländer eller regioner i tredjeländer från vilka vissa djur och varor med beaktande av djurhälsokrav får föras in till unionen i enlighet med kriterierna i artikel 230.1 i förordning (EU) 2016/429 och de relevanta djurhälsokraven i kommissionens delegerade förordning (EU) 2020/692.
(8) Genom delegerad förordning (EU) 2020/692 upphävs, med verkan från och med den 21 april 2021, ett antal kommissionsakter om fastställande av förteckningar över tredjeländer eller regioner i tredjeländer från vilka sändningar av vissa djur, avelsmaterial och produkter av animaliskt ursprung får föras in till unionen. De förteckningar bland dessa som fastställts på grundval av livsmedelssäkerhetskrav bör i stället fastställas i den här förordningen, med verkan från och med den 21 april 2021.
(9) De tredjeländer eller regioner i tredjeländer från vilka sändningar av vissa djur och varor får föras in till unionen har redan lämnat in lämpliga belägg och garantier som säkerställer att de djur och varor som får föras in till unionen uppfyller kraven i artikel 4 a–e i delegerad förordning (EU) 2019/625. En ny bedömning av efterlevnaden av dessa krav behöver därför inte göras.
(10) Enligt artikel 4 f i delegerad förordning (EU) 2019/625 är förekomsten av, genomförandet av och informationen om ett program för kontroll av restsubstanser som i tillämpliga fall godkänts av kommissionen en förutsättning för att tredjeländer eller regioner i tredjeländer ska införas i den förteckning som avses i artikel 126.2 a i förordning (EU) 2017/625. I kommissionens beslut 2011/163/EU fastställs en förteckning över tredjeländer vars program för kontroll av restsubstanser har godkänts av kommissionen.
(11) Eftersom vissa länder för närvarande förtecknas i genomförandeförordning (EU) 2019/626 för djur och varor för vilka de inte förtecknas i beslut 2011/163/EU får dessa djur eller varor inte föras in till unionen. Eftersom dessa länder inte uppfyller kraven i artikel 4 f i delegerad förordning (EU) 2019/625 bör de inte förtecknas i den här förordningen.
(12) Med tanke på de många ändringar som krävs bör genomförandeförordning (EU) 2019/626 upphävas och ersättas med den här förordningen.
(13) Eftersom delegerad förordning (EU) 2020/692 och genomförandeförordning (EU) 2021/404 ska tillämpas från och med den 21 april 2021 bör även den här förordningen tillämpas från och med det datumet.
(14) De åtgärder som föreskrivs i denna förordning är förenliga med yttrandet från ständiga kommittén för växter, djur, livsmedel och foder.
HÄRIGENOM FÖRESKRIVS FÖLJANDE.
Article1¶Subject matter and scope
This Regulation lays down the lists of third countries or regions thereof from which the entry into the Union of consignments of certain animals and goods intended for human consumption is permitted in accordance with Article 126(2)(a) of Regulation (EU) 2017/625.
Article2¶Definitions
For the purpose of this Regulation, the following definitions shall apply:
1. ‘fresh meat’ means fresh meat as defined in point 1.10 of Annex I to Regulation (EC) No 853/2004;
2. ‘meat preparations’ means meat preparations as defined in point 1.15 of Annex I to Regulation (EC) No 853/2004;
3. ‘domestic solipeds’ means animals of the species Equus caballus, Equus asinus and their cross-breeds;
4. ‘wild solipeds’ means animals of the subgenus Hippotigris;
5. ‘offal’ means offal as defined in point 1.11 of Annex I to Regulation (EC) No 853/2004;
6. ‘meat’ means meat as defined in point 1.1 of Annex I to Regulation (EC) No 853/2004;
7. ‘minced meat’ means minced meat as defined in point 1.13 of Annex I to Regulation (EC) No 853/2004;
8. ‘poultry’ means poultry as defined in point 1.3 of Annex I to Regulation (EC) No 853/2004;
9. ‘wild leporidae’ means rabbits and hares that are not kept by humans;
10. ‘wild game’ means wild game as defined in point 1.5 of Annex I to Regulation (EC) No 853/2004;
11. ‘farmed game’ means farmed game as defined in point 1.6. of Annex I to Regulation (EC) No 853/2004;
12. ‘eggs’ means eggs as defined in point 5.1 of Annex I to Regulation (EC) No 853/2004;
13. ‘egg products’ means egg products as defined in point 7.3 of Annex I to Regulation (EC) No 853/2004;
14. ‘meat products’ means meat products as defined in point 7.1 of Annex I to Regulation (EC) No 853/2004;
15. ‘treated stomachs, bladders and intestines’ means treated stomachs, bladders and intestines as defined in point 7.9 of Annex I to Regulation (EC) No 853/2004;
16. ‘casings’ means casings as defined in point (45) of the second paragraph of Article 2 of Delegated Regulation (EU) 2020/692;
17. ‘rendered animal fat’ means rendered animal fat as defined in point 7.5 of Annex I to Regulation (EC) No 853/2004;
18. ‘greaves’ means greaves as defined in point 7.6 of Annex I to Regulation (EC) No 853/2004;
19. ‘bivalve molluscs’ means bivalve molluscs as defined in point 2.1 of Annex I to Regulation (EC) No 853/2004;
20. ‘fishery products’ means fishery products as defined in point 3.1 of Annex I to Regulation (EC) No 853/2004;
21. ‘raw milk’ means raw milk as defined in point 4.1 of Annex I to Regulation (EC) No 853/2004;
22. ‘dairy products’ means dairy products as defined in point 7.2. of Annex I to Regulation (EC) No 853/2004;
23. ‘colostrum’ means colostrum as defined in point 1 of Section IX of Annex III to Regulation (EC) No 853/2004;
24. ‘colostrum-based products’ means colostrum-based products as defined in point 2 of Section IX of Annex III to Regulation (EC) No 853/2004;
25. ‘frogs’ legs’ means frogs’ legs as defined in point 6.1 of Annex I to Regulation (EC) No 853/2004 and any other frogs’ legs of the genera Pelophylax from the family of Ranidae, and of the genera Limnonectes, Fejervarya and Hoplobatrachus from the family of Dicroglossidae;
26. ‘snails’ means snails as defined in point 6.2 of Annex I to Regulation (EC) No 853/2004 and any other snails of the family of Helicidae, Hygromiidae or Sphincterochilidae;
27. ‘gelatine’ means gelatine as defined in point 7.7 of Annex I to Regulation (EC) No 853/2004;
28. ‘collagen’ means collagen as defined in point 7.8 of Annex I to Regulation (EC) No 853/2004;
29. ‘honey’ means honey as defined in point 1 of Part IX of Annex II of Regulation (EU) No 1308/2013 of the European Parliament and of the Council;
30. ‘apiculture products’ means apiculture products as defined in point 2 of Part IX of Annex II to Regulation (EU) No 1308/2013;
31. ‘reptile meat’ means reptile meat as defined in point (16) of Article 2 of Delegated Regulation (EU) 2019/625;
32. ‘insects’ means insects as defined in point (17) of Article 2 of Delegated Regulation (EU) 2019/625;
33. ‘day-old chicks’ means day-old chicks as defined in point (19) of Article 2 of Delegated Regulation (EU) 2020/692;
34. ‘hatching eggs’ means hatching eggs as defined in point (44) of Article 4 of Regulation (EU) 2016/429;
35. ‘breeding poultry’ means breeding poultry as defined in point (17) of Article 2 of Delegated Regulation (EU) 2020/692;
36. ‘productive poultry’ means productive poultry as defined in point (18) of Article 2 of Delegated Regulation (EU) 2020/692;
37. ‘animals intended for slaughter’ means animals intended for slaughter as defined in point (13) of Article 2 of Delegated Regulation (EU) 2020/692.
Article2a¶List of third countries with approved control plans for pharmacologically active substances, pesticides and contaminants in certain food-producing animals and products of animal origin intended for human consumption

1. The control plans for pharmacologically active substances, pesticides and contaminants, referred to in Article 6(1) of Commission Delegated Regulation (EU) 2022/2292, submitted to the Commission by the third countries or regions thereof listed in the table set out in Annex -I to this Regulation, are approved for the food-producing animals and the products of animal origin intended for human consumption marked with an ‘X’ in that table.
2. The third countries or regions thereof, which made a request to be included in the list referred to in Article 6(2) of Delegated Regulation (EU) 2022/2292 but did not submit control plans for pharmacologically active substances, pesticides and contaminants and which, according to that request, intend to use for the production of products intended for export to the Union only raw material either from Member States or from other third countries approved for imports of such raw material into the Union in accordance with paragraph 1 of this Article, are marked with a ‘Δ’, for the relevant species or commodity, in the table in Annex -I to this Regulation.
3. The third countries or regions thereof, which made a request to be included in the list referred to in Article 6(2) of Delegated Regulation (EU) 2022/2292 but did not submit control plans for pharmacologically active substances, pesticides and contaminants for bovine, ovine/caprine, porcine, equine animals, rabbit or poultry and which, according to that request, intend to export composite products to the Union by using processed animal products from those species obtained from a Member State or from a third country or region thereof that has in place control plans for pharmacologically active substances, pesticides and contaminants, are marked with an ‘O’, for the species covered by the request, in the table in Annex -I to this Regulation.
4. The third countries or regions thereof, which made a request to be included in the list referred to in Article 6(2) of Delegated Regulation (EU) 2022/2292, which are marked with an ‘X’ in the table in Annex -I to this Regulation for the categories ‘aquaculture’, ‘milk’ or ‘eggs’ and which, according to that request, intend to produce composite products, are additionally marked with an ‘O’, for the remaining of these categories not marked with an ‘X’, in the table in Annex -I to this Regulation.
5. The third countries or regions thereof, which made a request to be included in the list referred to in Article 6(2) of Delegated Regulation (EU) 2022/2292, which are marked with an ‘X’ in the table in Annex -I to this Regulation for the categories ‘bovine’, ‘ovine/caprine’, ‘porcine’, ‘equine’, ‘poultry’, ‘aquaculture’, ‘milk’, ‘eggs’, ‘rabbit’, ‘wild game’ or ‘farmed game’ and which produce composite products with processed products derived from bivalve molluscs originating either in Member States or in third countries or regions thereof listed in Annex VIII to this Regulation, are additionally marked with a ‘P’ in the table in Annex -I to this Regulation.
Article2b¶List of third countries or regions thereof authorised for the entry into the Union of consignments of certain animals and products of animal origin intended for human consumption as regards the restrictions on the use of certain antimicrobial medicinal products laid down in Article 118(1) of Regulation (EU) 2019/6

1. The third countries or regions thereof which provided the Commission with evidence and guarantees of compliance with the requirements laid down in Article 3 of Delegated Regulation (EU) 2023/905 as regards certain animals and products of animal origin intended for export to the Union are marked with an ‘X’, for the relevant species or commodities, in Annex XVIa to this Regulation.
2. The third countries or regions thereof which intend to use for the production of products intended for export to the Union only animals or products of animal origin originating either from Member States or from other third countries approved for imports of such animals or products of animal origin into the Union in accordance with paragraph 1 of this Article, are marked with a ‘Δ’, for the relevant species or commodities, in Annex XVIa to this Regulation.
Article3¶List of third countries or regions thereof authorised for the entry into the Union of consignments of fresh meat and meat preparations of ungulates other than solipeds

Consignments of fresh meat and meat preparations of ungulates other than solipeds, intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries or regions thereof authorised for the entry into the Union in accordance with Annex XIII to Implementing Regulation (EU) 2021/404 and listed in Annex -I to this Regulation.
Article4¶List of third countries authorised for the entry into the Union of consignments of fresh meat, excluding minced meat, and of meat preparations of domestic solipeds
Consignments of fresh meat, excluding minced meat, and of meat preparations of domestic solipeds, intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries that are listed in Annex I.
Article5¶List of third countries authorised for the entry into the Union of consignments of fresh meat, excluding offal and minced meat, and of meat preparations of wild solipeds
Consignments of fresh meat, excluding offal and minced meat, and of meat preparations of wild solipeds, intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries that are listed in Annex II.
Article6¶List of third countries or regions thereof authorised for the entry into the Union of consignments of fresh meat of poultry, ratites and wild game birds, and meat preparations of poultry

Consignments of fresh meat of poultry, ratites and wild game birds, and meat preparations of poultry, intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries or regions thereof authorised for the entry into the Union in accordance with Annex XIV to Implementing Regulation (EU) 2021/404 and listed in Annex -I to this Regulation.
Consignments of fresh meat of wild game birds intended for human consumption that are unplucked and uneviscerated and come from third countries listed in Annex III shall only be authorised for the entry into the Union if they are transported by aeroplane.
Article7¶List of third countries or regions thereof authorised for the entry into the Union of consignments of eggs and egg products

Consignments of eggs and egg products, intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries or regions thereof authorised for the entry into the Union in accordance with Annex XIX to Implementing Regulation (EU) 2021/404 and listed in Annex -I to this Regulation for ‘eggs’.
Consignments of eggs intended for placing on the market as Class A eggs in accordance with Article 2 of Commission Regulation (EC) No 589/2008 shall only be authorised for the entry into the Union if they come from the third countries that are listed in Annex IV in order to comply with the requirements on Salmonella control in accordance with Article 10(6) of Regulation (EC) No 2160/2003 of the European Parliament and of the Council.
Article8¶List of third countries authorised for the entry into the Union of consignments of fresh meat of farmed rabbit, and of fresh meat of wild leporidae not containing offal except for unskinned and uneviscerated wild leporidae, and consignments of meat preparations of farmed rabbit and wild leporidae

Article9¶List of third countries authorised for the entry into the Union of consignments of fresh meat of wild land mammals other than ungulates and leporidae, not containing offal, and consignments meat preparations of wild land mammals other than ungulates and leporidae

Consignments of fresh meat of wild land mammals other than ungulates and leporidae, not containing offal, and consignments of meat preparations of wild land mammals other than ungulates and leporidae, intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries that are listed in Annex VI.
Article10¶List of third countries or regions thereof authorised for the entry into the Union of consignments of meat products, including rendered animals fats, greaves, meat extracts and treated stomachs, bladders and intestines, and excluding casings

Consignments of meat products, including rendered animals fats, greaves, meat extracts and treated stomachs, bladders and intestines, and excluding casings, of leporidae, of solipeds, and of wild land mammals other than ungulates and leporidae, intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries that are listed in Annex VII.
Consignments of meat products, including rendered animals fats, greaves, meat extracts and treated stomachs, bladders and intestines, and excluding casings, of other species than those referred to in the first paragraph, intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries or regions thereof authorised for the entry into the Union in accordance with Annex XV to Implementing Regulation (EU) 2021/404 and listed in Annex -I to this Regulation.
Article11¶List of third countries or regions thereof authorised for the entry into the Union of consignments of casings

Consignments of casings intended for human consumption shall only be authorised for the entry into the Union if they come from the third countries or regions thereof authorised for the entry into the Union in accordance with Annex XVI to Implementing Regulation (EU) 2021/404 and listed in Annex -I to this Regulation for ‘casings’.
Article12¶List of third countries or regions thereof authorised for the entry into the Union of consignments of live, chilled, frozen or processed bivalve molluscs, echinoderms, tunicates and marine gastropods
Consignments of live, chilled, frozen or processed bivalve molluscs, echinoderms, tunicates and marine gastropods, and intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries or regions thereof that are listed in Annex VIII. Nevertheless, entry into the Union of adductor muscles of pectinidae other than aquaculture animals, completely separated from the viscera and gonads and intended for human consumption, shall also be permitted from third countries not appearing on that list.
Article13¶List of third countries or regions thereof authorised for the entry into the Union of consignments of certain fishery products
Consignments of fishery products intended for human consumption shall only be authorised for the entry into the Union if they come from the third countries or regions thereof that are listed in Annex IX. This does not apply to consignments of animals and goods covered by Article 12.
Article14¶List of third countries authorised for the entry into the Union of consignments of raw milk, colostrum, colostrum-based products and dairy products of solipeds
Consignments of raw milk, colostrum, colostrum-based products and dairy products of solipeds, intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries that are listed in Annex X.
Article15¶List of third countries or regions thereof authorised for the entry into the Union of consignments of raw milk, colostrum, colostrum-based products and dairy products, not required to undergo a specific risk-mitigating treatment against foot-and-mouth disease

Consignments of raw milk, colostrum, colostrum-based products and dairy products, not required to undergo a specific risk-mitigating treatment against foot-and-mouth disease and intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries or regions thereof authorised for the entry into the Union in accordance with Annex XVII to Implementing Regulation (EU) 2021/404 and listed in Annex -I to this Regulation for ‘milk’.
Article16¶List of third countries or regions thereof authorised for the entry into the Union of consignments of dairy products required to undergo a specific risk-mitigating treatment against foot-and-mouth disease

Consignments of dairy products required to undergo a specific risk-mitigating treatment against foot-and-mouth disease and intended for human consumption shall only be authorised for the entry into the Union if they come from the third countries or regions thereof authorised for the entry into the Union in accordance with Annex XVIII to Implementing Regulation (EU) 2021/404 and listed in Annex -I to this Regulation for ‘milk’.
Article17¶List of third countries or regions thereof authorised for the entry into the Union of consignments of frogs’ legs and of snails
Consignments of frogs’ legs and of snails, intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries or regions thereof that are listed in Annex XI.
Article18¶List of third countries or regions thereof authorised for the entry into the Union of consignments of gelatine and collagen
1. Consignments of gelatine and collagen, derived from bovine, ovine, caprine, porcine and soliped animals and intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries or regions thereof that are listed in Annex XII.
2. Consignments of gelatine and collagen, derived from poultry and intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries that are listed in Annex XIII.
3. Consignments of gelatine and collagen, derived from fishery products and intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries or regions thereof that are listed in Annex IX.
4. Consignments of gelatine and collagen, derived from leporidae and intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries that are listed in Annex V.
5. Consignments of gelatine and collagen, derived from wild land mammals other than ungulates and leporidae and intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries that are listed in Annex VI.
Article19¶List of third countries or regions thereof authorised for the entry into the Union of consignments of raw materials for the production of gelatine and collagen
1. Consignments of raw materials for the production of gelatine and collagen, derived from bovine, ovine, caprine and porcine animals and intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries or regions thereof authorised for the entry of consignments of fresh meat of the specific ungulates into the Union in accordance with Annex XIII to Implementing Regulation (EU) 2021/404.
2. Consignments of raw materials for the production of gelatine and collagen, derived from solipeds and intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries that are listed in Annex I for domestic solipeds or in Annex II for wild solipeds.
3. Consignments of raw materials for the production of gelatine and collagen, derived from poultry and intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries or regions thereof authorised for the entry of consignments of fresh meat of the respective species into the Union in accordance with Annex XIV to Implementing Regulation (EU) 2021/404.
4. Consignments of raw materials for the production of gelatine and collagen, derived from fishery products and intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries or regions thereof that are listed in Annex IX.
5. Consignments of raw materials for the production of gelatine and collagen, derived from leporidae and intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries that are listed in Annex V.
6. Consignments of raw materials for the production of gelatine and collagen, derived from wild land mammals other than ungulates and leporidae and intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries that are listed in Annex VI.
Article20¶List of third countries or regions thereof authorised for the entry into the Union of consignments of treated raw materials for the production of gelatine and collagen

Consignments of treated raw materials for the production of gelatine and collagen, derived from bovine, ovine, caprine, porcine and soliped animals and intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries or regions thereof that are listed in Annex XII.
2. Consignments of treated raw materials for the production of gelatine and collagen, derived from poultry and intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries that are listed in Annex XIII.
3. Consignments of treated raw materials for the production of gelatine and collagen, derived from fishery products and intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries or regions thereof that are listed in Annex IX.
4. Consignments of treated raw materials for the production of gelatine and collagen, derived from leporidae and intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries that are listed in Annex V.
5. Consignments of treated raw materials for the production of gelatine and collagen, derived from wild land mammals other than ungulates and leporidae and intended for human consumption, shall only be authorised for the entry into the Union if they come from the third countries that are listed in Annex VI.
6. Consignments of treated raw materials for the production of gelatine and collagen, referred to in point 4(b)(iii) of Chapter I of Section XIV and point 4(b)(iii) of Chapter I of Section XV respectively, of Annex III to Regulation (EC) No 853/2004, shall only be authorised for the entry into the Union if they come from the third countries or regions thereof authorised for the entry of consignments of treated raw materials derived from those commodities into the Union in accordance with Article 19 of this Regulation.
Article21¶List of third countries authorised for the entry into the Union of consignments of honey and other apiculture products

Consignments of honey and other apiculture products intended for human consumption shall only be authorised for the entry into the Union if they come from the third countries listed in Annex -I for ‘honey’.
Article22¶List of third countries or regions thereof authorised for the entry into the Union of consignments of certain highly refined products

Consignments of highly refined products as described in Section XVI of Annex III to Regulation (EC) No 853/2004, intended for human consumption, shall only be authorised for the entry into the Union if they come from the following third countries or regions thereof:
a) in the case of highly refined products derived from ungulates, the third countries or regions thereof that are listed in Annex XII;
b) in the case of highly refined products derived from fishery products, the third countries or regions thereof that are listed in Annex IX;
c) in the case of highly refined products derived from poultry, the third countries that are listed in Annex XIII.
Article23¶List of third countries authorised for the entry into the Union of consignments of reptile meat
Consignments of reptile meat intended for human consumption shall only be authorised for the entry into the Union if they come from the third countries that are listed in Annex XIV.
Article24¶List of third countries authorised for the entry into the Union of consignments of insects
Consignments of insects intended for human consumption shall only be authorised for the entry into the Union if such foods are originated in and consigned from the third countries that are listed in Annex XV.
Article25¶List of third countries or regions thereof authorised for the entry into the Union of consignments of other products of animal origin

Consignments of products of animal origin other than those referred to in Articles 3 to 24, and intended for human consumption, shall only be authorised for the entry into the Union if they come from the following third countries or regions thereof:
a) if derived from domestic ungulates other than domestic solipeds, the third countries or regions thereof authorised for the entry of fresh meat of domestic ungulates into the Union in accordance with Annex XIII to Implementing Regulation (EU) 2021/404 and listed in Annex -I to this Regulation, where applicable;
b) if derived from domestic solipeds, the third countries that are listed in Annex I;
c) if derived from poultry, the third countries or regions thereof authorised for the entry of fresh poultry meat into the Union in accordance with Annex XIV to Implementing Regulation (EU) 2021/404 and listed in Annex -I to this Regulation, where applicable;
d) if derived from fishery products, the third countries or regions thereof that are listed in Annex IX;
e) if derived from leporidae, the third countries that are listed in Annex V;
f) if derived from wild land mammals other than ungulates and leporidae, the third countries that are listed in Annex VI;
g) if derived from more than one species, the third countries or regions thereof that are listed for each species from which the products are derived, in accordance with points (a) to (e).
Article26¶List of third countries authorised for the entry into the Union of consignments of live poultry and of hatching eggs of the species Gallus gallus, of live turkeys and of hatching eggs of turkeys
Without prejudice to the lists drawn up with regard to animal health requirements in Annex V to Implementing Regulation (EU) 2021/404, consignments of live poultry and of hatching eggs of the species Gallus gallus, of live turkeys and of hatching eggs of turkeys shall only be authorised for the entry into the Union if they come from the third countries that are listed in Annex XVI.
The listing requirements laid down in the first paragraph of this Article shall not apply to single consignments of less than 20 units of live poultry other than ratites, hatching eggs and day-old chicks thereof, when destined for primary production of live poultry for private domestic use or when leading to the direct supply, by the producer, of small quantities of primary products, as referred to in Article 1(3) of Regulation (EC) No 2160/2003.
Article26a¶List of third counties authorised for the entry into the Union of products of animal origin and certain goods that originated from the Union, are moved to a third country or region thereof and moved back to the Union after unloading, storage and reloading in that third country or region thereof

Consignments of products of animal origin and certain goods that originated from the Union, are moved to a third country or region thereof and moved back to the Union after unloading, storage and reloading in that third country or region thereof, shall only be authorised for the entry into the Union if they come from the third countries or regions thereof authorised for the entry into the Union in accordance with Annex XXII to Implementing Regulation (EU) 2021/404 and listed in Decision 2011/163/EU.
Article27¶Repeal
Implementing Regulation (EU) 2019/626 is repealed.
References to the repealed Implementing Regulation shall be construed as references to this Regulation and read in accordance with the correlation table in Annex XVII.
Article28¶Entry into force and application
This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.
It shall apply from 21 April 2021.
